news item published in ‘Mumbai Mirror’ Dated 26.5.2020
Sir/Madam,
The
news titled as Digital land records will no longer be considered authentic document:
Govt. Published in daily Mumbai
Mirror dated 26.5.2020 seems to be based on incomplete information. We would
like to bring the following facts to your notice.
1.
The Government circular issued by DIT of the
state dated 19.12.2019 is only about stopping illegal sale of “view only” 7/12 which
is available free of cost on Bhulekh link of Mahabhumi Portal. It was noticed
that the “view only” 7/12 gets printed and issued with seal and signature of some
Maha-e-seva Kendra operators. This is legally invalid as it is not signed
(either digitally or physically) by any competent person. Sale of such 7/12 may create legal issues for
the farmers. To stop this illegal practice, DIT had issued that circular 6
months back.
2.
Government
is encouraging the use of digitally signed Record of Rights in the State. All
digitally signed land records (7/12) are valid documents. Revenue Department of State
Government had launched Mahabhumi Portal (https://mahabhumi.gov.in) for all online land record services. Here, both the services of VIEW ONLY/FREE
7//12 and DIGITALLY SIGNED or PAID 7/12 are available on two different links.
It is clearly mentioned on free 7/12
available on Bhulekh (https://bhulekh.mahabhumi.gov.in) that it is for information only and
Digitally Signed 7/12 available on the other link (https://digitalsatara.mahabhumi.gov.in/dslr) is valid for all official
and legal purpose and it is a paid service. For this
purpose, Settlement Commissioner already issued circular dated 19.6.2019.
3.
Further,
MoUs are being signed with banks (10 banks signed already) so that banks can
get this information directly from the departmental server when a citizen come
to bank for any credit purposes. This
will result reduction in unnecessary waste of time and energy of citizens as
they no longer need to fetch the land records from the department and produce
the same to the bank. Further, banks are assured that they are getting the data
from the legal and correct source.
