Introduction –
In the State of Maharashtra village form no. 7/12 is the primary Record of Rights for lands in
Rural area.While property cards are related to land property in urban areas. In
this article we will discuss about Online Delivery of Digital Signed
Record of Rights (ROR)
1.
7/12 Extract or Record of Rights (ROR) :7/12 Extract is also
known as SaatBaara Utara, Record of Land Rights. The 7/12 extract/Utara is
an extract from that land register and includes complete information about
agriculture land in Rural area of Maharashtra.7/12 Utara serves as proof of
ownership of the land. 7/12 extract is named after two forms that are
used to collect information for this extract. These forms are prescribed in
Maharashtra Land Revenue Record of Rights and Register.
1. Village Form 7:Village form 7 includes
detail information about the holder of a land and rights and liabilities of the
land holder.
2. Village Form 12: Village form 12
includes detail information about crops grown on that piece of land along with
details of uncultivable land and irrigation source for that crop.
2. Uses of 7/12 extract
or Saat-Baara Utara : The following are some of the major uses of 7/12
extract in Maharashtra
1. Proof of Ownership:In rural areas, 7/12
extract is used to check the ownership of an ancestral land or any other land.
2. Land type & Activities:7/12 extracts can be
used to know about land type and the type of activities carried out on land.
3. Agricultural Information:
Saat-Baara
Utara is an important document to get information regarding agricultural aspect
of the land and its surrounding areas.
3. Property Sale Transaction:7/12 Utara is required
at Sub-Registrar’s office when sale transaction of a land is being done.
4. Bank Loan:To raise farm credit or
to get loan from a bank, 7/12 Utara should be submitted.
5. Civil Litigation:Court needs land record
proofs in case of any civil litigation. 7/12 extract can be produced for this
purpose.
The land title document (7/12 extract) in one’s
name, is very important and it is widely used in rural and semi-rural areas,
for identifying owners, for sanctioning of agriculture and non-agricultural
loans, etc. The objective is to provide digital signed satbara to people in
real time quick.
Problem Description –
Earlier,
only paper copies of land title documents were issued, which led to bribery and
land disputes. The government had also suffered, in terms of serious delays in infrastructure
projects and escalation of costs, due to disputes over land titles. To avoid
this, the state government, on the directive of the union government, embarked
on digitization of land-related documents. The idea is to offer security to the
land records and avoid manual interference
Aim – This project is the product of
implemented DILRMP in the state
Objective –
Government of Maharashtra wants to make online
available the legally valid Record of Rights for the citizens and more
particularly Khatedars.
Background –
1.
In Maharashtra state before 1966 four different Acts were governing the land administration in four
regions in the state viz. Konkan region ,
western Maharashtra , Marathwada Region and Vidarbh region which were
then got merged in Maharashtra Land Revenue Code 1966 .

Method record keeping in manual /
handwritten system was not uniform throughout the state.
3.
Manual record keeping was person centric
and cannot be retrieved as and when needed.
Requirement Project formulation –
1.
Every Record of Right can be accessed
online in digital and legal format
2.
Record keeping and method of taking
mutations can be made uniformed throughout the State.
3.
Digitally signed Record of Rights can be
shared to any Department of state or centre, Bank / Financial institute for
implementing Govt. schemes and availing loans.
Issues in implementation –
1.
Non uniform manual Record of rights in the
state
2.
Non implementation of Standardised procedure
of updating Record of Rights.
3.
Accurate digitization of manual RoR.
4.
Large no. of users i.e. 12500 talathi ,
2074 circle officers , 358 Tahasildars
5.
Inadequate training and capacity building
of field level machinery in initial stage of the project
6.
Last mile Connectivity to remote villages,
inadequate compute resources.

Non-cooperation of Talathi Sanghatana on
account of lac of facility and training to Talathi and circle officers in initial stage of the project

Non-technical field staff

Lack of domain knowledge to newly
recruited staff and lack of technical knowledge to old staff.
Limitation of old system –
1.
Every person to visit Talathi office to
get RoR.
2.
Record keeping cannot be expected same all
over the state.
3.
Taking mutation and certification process
and getting signed RoR cannot be assured for specific period and cannot be monitored.
Hurdles in project implementation –

Non formation of core domain team for
implementation of project

No formal FRS and SRS designed before
project initialisation

Non uniform legacy data

Old manual system was not stopped

How Project implemented –

Data accuracy was the major issue which is
handled through thorough inspection, chavdivachan (making available to public
inspection), Online Editing through different modules.

Training to field level staff, creating
District level Master trainers and Taluka level master trainers.

Revenue officers

Data cleaning, validation and migration to
government community cloud for sufficient resources.

Status of Project –
1.
RoR of all 44000 villages in 358 tahasil
and 35 districts are online.
2.
Nearly more than 2.54 crores of Record of
Rights are fully digitised
3.
Nearly 2.52 crs of RoR are digitally
signed and avaialable online to download in public domain.
4.
Nearly more than 1.18 crs of mutations has
been taken online
5.
Nearly 42 lakh of Digitally signed record
of rights and more than 7 lacs ofdigitally signed v.f. 8a (khate uatara ) are downloaded from public domain
6.
Record of Rights are linked to sub
registrar offices (SRO) and used to register the documents
7.
Near about 15 thousand users are working in
e ferfar from village level, circle level , taluka level sub division level ,
district level and state level .
8.
Now Digitally signed 7/12 can be used for
all legal and Govt. purposes
9.
Digitally signed RoR is being shared online to any department of agency for
implementing Govt. schemes or analysis of data such as PMFBY, POCRA, Banks ,
MSP procurements of grains and cotton, Maha DBT, CIDCO, PMRDA , MEDA etc
