The eFerfar quarterly development
Progress Report (Quarterly DPR) for the period January to March 2019 is
submitted herewith.
Highlights of the developments
include :
2. Security Audit

DETAIL LIST FOLLOWS ……
1. PM-KISAN – Submission
of data to DoLR, GoI
Data of PM-KISAN for finding the beneficiary Khatedars and the total area
falling under the respective size class was provided. For this purpose, new
scripts were developed and executed on each tahsil data for getting the
khatedar count and the area under each size class. The effort was done over a
period of 1-2 weeks
2. Security Audit of eFerfar and other applications
eFerfar and related modules (eFerfar, ODC, Re-Edit-Skip, User Creation,
MIS, Web Services, OCU, DBA Tool, DDM and DSP) were complied for Security Audit
vulnerabilities. Security Audit was carried out as part of eFerfar Migration to
GCC Cloud – ESDS. It may be noted that there is need for quarterly audit of
eFerfar and related modules and new version of eFerfar and related modules can
be hosted on ESDS only each quarter after being audited. This is neccsiated by
the fact that eFerfar will now run on Internet and not under any direct VPN
like FortClient (SDC & BSNL)) or CISCO (NDC). SC Office may consolidate
changes for the new requirements, development team can complete these changes
but the hostin g of new version will be subject to quarterly audit. SC Office
may appoint audit agency for 4 quarters in the current financial year at the
eariest to deploy periodic changes in eFerfar and related modules as per need.
3. Implementation
of Phase-II in entire State is
completed barring Dhule (SDC) and
Ratnagiri and Sindhudurg (offline mode) – 32 districts out of 35
During this quarter (Jan – March 2019), 32 districts out of 35 districts
have been completed for Phase-II. 15 Tahsils in the completed 32 districts have
not been done Phase-I and Phase-II due to non completion of D3 activity for
these tahsls. On completion of this activity, these districts Phase-I and
Phase-II will be completed on ESDS itself. Dhule on SDC is yet to be completed
for Phase-II and Ratnagiri and Sinhudurg are yet to be taken up for Phase-I and
Phase-II
4. Migration to ESDS : Following districts have now
been migrated to ESDS. All 8 districts of BSNL are migrated to ESDS. They are :
Chanrapur, Kolhapur, Satara, Sangli, Solapur, Gondia, Nashik, Thane. Washim, Jalgaon from SDC are also migrated (10 districts out of 35).
Rest of the districts are planned to be migrated by end of April / first week
of May 2019.
5. Development
of additional Section 155 mutations–
4 new mutations
Following new mutations as per
requirement submitted by State Coordinator, eFerfar has been developed and
released. These are
5.1 Close existing survey numbers and create new survey
numbers (due to KaJaPa / Aakarphod, Sub Division etc)
5.2 Cancellation of NA Order
5.3 Common effects in Other Rights for multiple survey
numbers
5.4 Initiation
of Chuk Durusti Mutation by Talathi with approval from Tahsildar
6. Integrated – All in One eFerfar
(Inclusion of Wadi Vibhajan, Khata Durusti Ferfar, Chuk Durusti Ferfar)
The Wadi Vibhajan, Chuk Durusti
Ferfar and Khata Durusti Ferfar which were provided as separate modules / sites
have now been integrated in eFerfar before going for Security Audit. This is
All-in-One eFerfar module having following types of Ferfar provisions

7. Development
of Document Distribution Module (DDM)
New module called as DDM is developed so that talathi can distribute
7/12, Ferfar Register and Village Form VIII-A to citizens. The talathi puts
manual signature and stamp on the document before giving it to citizens.
Provision to print these documents in eFerfar and other modules is with drawn
fro 1st April 2019. All
documents distributed in DDM are accounted for and the details of documents
distributed and the amount to be deposited in PLA account of SC & DLR
Office has been provided. So far out of ESDS 10 districts – around 1.50 Lac
documents are distributed in 10 days by 10th Apfil 2019. This module
has facility for login to talathi.
8. Khata Separation due to Mutation - फेरफारामुळे होणारे खाते विभाजन
Facility to separate out khatas due
to mutation scenarios has been provided to clear discrepancies that may arise
in khata record keeping. For example, A, B, C, D are khatedars in Khata Number
50 having survey numbers 11, 12, 13, 14. Now say on survey number 14, D
releases his rights and on survey number 13, C releases his rights. So, post
mutation, the khatas on each survey number would look like

names on different survey numbers for same khata. There fore, the Khata
Sperataion due to Ferfar utility clears this discrepancy and the resultant

9. Mobile Number and eMail ID
Registration
facility in eFerfar so that these users when migrated to ESDS can start working
by entering email id as user id in ESDS authentication for Provate URL and OTP
coming to Mobile Number can be entered before login to eFerfar

for Ahwal-I difference > 0.01
Hectors, Unit-Area mismatch and large 7/12s > 20 Hectors – Provided

These important validations show
major discrepancy in data. This needs to be cleared on priority. SC Office is
requested to send circular to all districts and get these discrepancies cleared
at once. Special monitoring is required to ensure clearing of these
discrepancies on prority.
